An automated network neutrality enforcement system?

Net neutrality advocacy group People for Internet Responsibility has proposed establishing a distributed, global network traffic monitoring system to automatically detect —and possibly correct—abusive network operator behavior.

Maybe, if created and deployed, it would finally start some sort of technical assurance that Net Neutrality is preserved.
